The invention discloses antibacterial and anti-inflammatory saponin gel and a preparation method thereof. The gel is prepared from the following components: any one or two of chlorogenic acid and punicalagin, saponin, carbomer, 1, 2-propylene glycol, glycerol, sodium hydroxide and distilled water. The preparation method comprises the following steps of: dissolving the saponin into the distilled water with the mass equal to that of the saponin; then adding the carbomer and sufficiently swelling overnight; then pouring and adding the 1, 2-propylene glycol; then dropwise adding the glycerol under a stirring condition and uniformly mixing to obtain a gel matrix solution; then dissolving any one or two of a pomegranate bark extract and a honeysuckle flower extract into the distilled water with the mass equal to that of the pomegranate bark extract and the honeysuckle flower extract respectively; then uniformly stirring the solution and an obtained gel matrix mixed solution; and adding the sodium hydroxide into the
