The packaging pipeline is filled with a hydrosol-hydrated salt-porous material composite system with flowability, and the packaging pipeline is buried under a road; the packaging pipeline and/or the storage tank are/is provided with a heating device, the heating device is connected with the output end of the energy generation device through an electric power storage facility, and when the circulating pump is provided with the heating device, the storage tank does not need to be arranged; according to the device, the phase change energy storage material in the packaging pipeline can be replaced in time, in addition, an energy system and the phase change material are combined, the defect of natural heat
