The resin phase (5) contains inorganic particles (9). As regards the inorganic particles (9), the frequency for which the particle size distribution was evaluated with the particle size divided in increments of 0.5 [mu]m was least in a range of 0.5 [mu]m or less. The flame retardant (7) has an average particle diameter greater than the average particle diameter of the inorganic particles (9).
