The preparation method comprises the following steps: reacting butadiene with a short-chain initiator in a polar solvent at 30-50 DEG C for 3-5 hours, reducing the temperature to 5-10 DEG C, then adding a sodium dodecyl alcohol solution, reacting for 1-1.5 hours, then adding ethylene oxide, reacting for 2-4 hours at 0-10 DEG C, and finally acidifying to obtain hydroxyl-terminated polybutadiene, wherein the short-chain initiator is oligomerized isoprene dilithium which is initiated by two ends.
