The method comprises the following steps: (1) seed disinfection; (2) plug seedling raising; (3) management of a seedling period; (4) soil preparation and transplantation; (5) regulation and control of growth; and (6) timely harvesting. The method improves disinfection and seedling raising methods, a self-made formula of a flowering cabbage seedling raising substrate in the plug seedling raising is used, a bio-organic fertilizer and calcium superphosphate are organically combined as a field base fertilizer, and meanwhile, a self-prepared disease control solution I and a self-prepared disease control solution II are applied.
