The invention provides a PID control method and device and a video encoding and decoding system. The PID control method comprises the steps: determining a current reward value corresponding to a PID parameter of a PID controller according to a difference value between an output value and a theoretical value of the PID controller in a target control system, wherein the PID parameter comprises at least one of a proportional gain, an integral gain and a differential gain; updating the PID parameter according to a current accumulated reward value and the current reward value under the condition that the current reward value is smaller than 0, the current accumulated reward value being determined according to the current reward value and a previous accumulated reward value; and carrying out next PID control on a PID controller in the target control system according to the updated PID parameters. According to the method, the device and the system provided by the embodiment of the invention, the setting difficulty o
