The invention discloses a preparation method of an anti-dispersing agent for underwater non-dispersible concrete. The preparation method comprises the following steps: adding isopentenol polyoxyethylene ether and deionized water into a reaction kettle, stirring, heating, controlling the stirring speed, and slowly adding hydroxypropyl methyl cellulose into the reaction kettle while stirring after complete dissolution; and after complete dissolution, reducing the stirring speed, then adding ammonium persulfate into the reaction kettle, starting to dropwise add a mixed aqueous solution of acrylamide and mercaptoacetic acid, continuing to carry out heat preservation reaction after dropwise adding is finished, and cooling to room temperature after the reaction is finished to obtain the anti-dispersing agent for underwater non-dispersible concrete.
