The invention provides a high-flame-retardant strong-heat-insulation composite fabric which comprises a surface layer fabric, a heat insulation layer fabric, a heat absorption layer fabric and an inner layer fabric from the surface layer to the inner layer, and the surface layer fabric is formed by interweaving organic silicon modified polyacrylonitrile fiber yarns and aramid fiber yarns; the inner layer fabric is formed by interweaving flame-retardant cotton fiber yarns and organic composite conductive fiber yarns and is shaped by silicon-nitrogen flame-retardant mucilage glue; the fabric ofthe heat insulation layer is a polyimide fiber/TiO2SiO2 composite aerogel layer; and the heat absorption layer fabric is a microcapsule phase change layer.
