The invention discloses a sleeve adjusting valve. The sleeve adjusting valve is characterized in that a sleeve assembly is installed in a valve seat, and two windows are oppositely formed in the upperportion of the sleeve assembly; small-flow holes penetrate through the lower part of the sleeve assembly; according to the sleeve assembly, a middle sleeve is arranged on an inner sleeve in a sleeving mode, and an outer sleeve is arranged outside the middle sleeve in a sleeving mode; a valve element penetrates through the sleeve assembly; and a plurality of cylindrical pins penetrate through theouter sleeve, the middle sleeve and the inner sleeve. The sleeve assembly adopts the structure of the outer sleeve, the middle sleeve and the inner sleeve, the upper part of the sleeve assembly is provided with the windows, the lower part of the sleeve assembly is provided with the small flow holes, and throttling windows with different flow resistance coefficients are arranged at the lower part and the upper part of the s
