The invention relates to the field of foamed rubber, and discloses a foamed rubber composition based on ethylene propylene diene monomer, vulcanized rubber, and a preparation method and application ofthe vulcanized rubber. The composition comprises a rubber matrix, a filler, a vulcanizing agent, a vulcanization accelerator, an activating agent, a foaming agent and an auxiliary foaming agent, wherein the rubber matrix contains nitrile rubber, polyvinyl chloride and ethylene propylene diene monomer; the content of the ethylene propylene diene monomer is 10-30 parts by weight relative to 100 parts by weight of the nitrile rubber and the polyvinyl chloride; and a content weight ratio of the nitrile rubber to the polyvinyl chloride is (1-9): 1. A foamed material prepared from the foamed rubbercomposition has a very high aperture ratio, good low-temperature performance and good tensile strength, is especially suitable for the fields of electric appliances, automobiles and the like, and isused for preparing a dampin
