The invention discloses a garbage classification monitoring information transmission method based on a low-mobility mobile terminal. The garbage classification monitoring information transmission method comprises the following steps: collecting garbage classification monitoring information by the low-mobility mobile terminal; randomly accessing the base station by the low-mobility mobile terminal;in response to the random access base station, enabling the low-mobility mobile terminal to send garbage classification monitoring information to the base station; in response to sending the junk classification monitoring information to the base station, receiving, by the low mobility mobile terminal, a pre-configured uplink resource indication message from the base station; in response to receiving the pre-configured uplink resource indication message from the base station, determining, by the low mobility mobile terminal, whether the low mobility mobile terminal also has uplink data to be sent to the base station;
