A turning and throwing device for fertilizer production is characterized in that rollers are mounted at two ends of a cross beam, slide rails are mounted at the tops of two side edges of a fertilizerfermentation tank, and the rollers are clamped in the slide rails on the same side. Corresponding sliding grooves are vertically formed in supporting columns on the two sides, a roller shaft penetrates through the sliding grooves in the two sides, a turning and throwing roller is installed on the roller shaft between the sliding grooves in the two sides, and cutters are evenly installed on the turning and throwing roller. A box body and booster pumps connected with the box body are mounted on an upper mounting frame, and a water pipe and a hose are sequentially connected to the bottom of the box body. Motors are installed on the two sides of the upper mounting frame respectively, each motor is connected with one end of the roller shafts on the same side through a hinge, the hinges are arranged on the outer sides o
