The present invention provides a functional film which is capable of achieving a good balance between desired optical characteristics and adhesion between a hard coat layer and a functional layer; a polarizing plate which is provided with this functional film; and an image display device. One embodiment of the present invention provides a functional film (10) which is provided with: a hard coat layer (12) that contains a binder resin (13) and a plurality of inorganic particles (14); and a functional layer (16) that is closely adhered to a surface (12A) of the hard coat layer (12). This functional film (10) is configured such that: the hard coat layer (12) has a lamellar region within a first region R1 from the surface (12A) to the depth of 100 nm of the hard coat layer (12), said lamellarregion having a denseness of the inorganic particles (14) of 60% or more; and the denseness of the inorganic particles (14) in a second region (R2) beyond the depth of 100 nm from the surface (12A) ofthe hard coat layer (12)
