Summary: | The method for modifying fly ash according to the present invention comprises: a heating step for heating raw fly ash powder containing unburned carbon to a temperature of 780-1000 DEG C to reduce theamount of unburned carbon contained in the raw fly ash powder; a classifying step for introducing the thermally-treated fly ash obtained by the heating step and having a reduced amount of unburned carbon, into a classifying device with the fly ash kept at a high temperature, and separating the fly ash into coarse powder and fine powder; a fine powder-collecting step for collecting the fine powderof the thermally-treated fly ash obtained in the classifying step, using a dust collector; and a pulverizing and collecting step for pulverizing the coarse powder of the thermally-treated fly ash obtained in the classifying step to the extent that the amount of 45[mu]m sieve residues thereof is 34 mass% or less, and collecting the resulting powder.
