A developing device which can suppress unwanted discharge of a developing agent, an image forming unit, and an image forming apparatus are provided. The developing device includes first and second conveying chambers, a developing roller, a sealing member, a developing agent and a discharging part. The sealing member can seal a pair of communicating ports in a manner that the communicating ports can be opened. The communicating ports are spaced apart in the axial direction of the developing roller, and communicate the first and second conveying chambers. The developing agent is accommodated inone of the first and second conveying chambers.
