The method includes the steps of: letting tobacco slices passing through threshing machine enter a vibrationloosening and homogenizing tank through a threshed tobacco slice conveying device, and enabling the dispersed tobacco slices to enter screening equipment for screening; screening the tobacco slices larger than a set size requirement into N types of selected tobacco slices according to the selected size, and enabling the screened N types of selected tobacco slices to enter corresponding leaf rotary slitting machines respectively for tobacco slice slitting and shaping; and returning the tobacco slices passing through the leaf rotary slitting machines to the threshed tobacco slice conveying device.
