The invention discloses a limiting device and a limiting device for breaking an aluminum armor tape. The limiting device is used for being installed on a retainer located above an overhead line. The limiting device comprises: a stopping mechanism, wherein the stopping mechanism comprises two buckle plates which are oppositely arranged, and the two buckle plates are opened or closed through pivoting; and a driving mechanism, wherein the driving mechanism is used for driving the stopping mechanism to vertically move so as to be close to or far away from the overhead line in the radial direction,a guide surface is formed on the outer side of the lower part of each pinch plate, when the driving mechanism enables the stopping mechanism in a closed state to move downwards to be in contact withthe overhead line, the overhead line is in contact with the guide surfaces to force the two pinch plates to be opened, and then the pinch plates are closed to enable the overhead line to be located between the two pinch plates
