The method comprises the following steps of: S1, digging out bulk railway ballasts (4) around a sleeper line to be replaced, sawing off a ballast bed block sleeper composite unit (1) to be replaced from the middle by using a disc saw, and drawing out the ballast bed block sleeper composite units (1) on two sides after being sawn apart from the line center; S2, placing a new replacing ballast bed block sleeper composite unit (1) at an original position; S3, conducting fine line adjustment by adjusting a cushion layer (3) and fasteners to make the geometric dimension of the track meets the requirement; and S4, debugging intelligent sensors in the sleeper, and implementing monitoring. By combining the intelligent sensors and removing the bulk railway ballasts from the middle position of the line, sleeper replacement is conducted, and rapid sleeper replacement within a skylight unit time and real-time monitoring
