The invention relates to an apparatus and method for repelling animals with high-voltage arcs based on radar perception. The apparatus comprises a radar perception module, a high-voltage arc module, and a control module, wherein the radar perception module is used for collecting on-site information of a designated area, detecting and judging whether animals exist in the designated area, and sending a detection result to the control module, the high-voltage arc module is connected with the control module, the high-voltage arc module emits flashing light and burst sounds to repel the animals when animals exist in the designated area, the control module receives the detection result sent by the radar perception module, and the control module sends the control command to the high-voltage arc module to make the high-voltage arc module repel the animals if animals exist in the designated area. Aiming at the problem that a repelling manner in the existing animal repelling technology is easilyaccustomed by animals, a
