A terminal obtains planning resource parameters of a base station access network, wherein the planning resource parameters comprise an optical cable allocation resource parameter, a pipeline allocation resource parameter, a convergence machine room matching allocation resource parameter and an access equipment resource parameter; and average resources of each base station access point are obtained according to the planning resource parameters of the base station access network and a preset base station access network planning resource model. When the terminal plans resources of the base station access network, the allocated average resources of each base station access point are obtained by acquiring resource parameters required for planning the base station access network and the preset base station access network planning resource model, the resources of three basic physical networks,
