The device comprises a runoff water collecting mechanism, a water diversion channel, a high-level reservoir, a low-level reservoir, a recharge mechanism and a single chip microcomputer, wherein the runoff water collecting mechanism is communicated with the high-position water storage pool through a waterdiversion channel, the low-position water storage pool is communicated with the high-position water storage pool through a water conveying pipeline, the low-position water storage pool is connected with the recharging mechanism through a recharging pipeline, the runoff water collecting mechanism and the recharging mechanism are arranged on the ground surface, and the water diversion channel, the high-position water storage pool and the low-position water storage pool are buried; the rainwater collection device and agricultural utilization are combined, and by collecting rainfall and surface runoff and adjusting the sp
