The invention discloses bacillus with a function of producing high-activity alginate lyase and application thereof. The bacillus has a preservation number of CGMCC No.16120. The method for preparing alginate oligosaccharide by utilizing the bacillus comprises the following steps: 1, culturing a strain by activation and habituation; 2, acquiring a seed strain; 3, preparing a seed solution; 4, acquiring a crude enzyme of alginate lyase; 5, acquiring an initially enzyme hydrolyzed solution, namely adding the crude enzyme of alginate lyase into an algae pulp in a volume ratio of 1:100, performingenzyme hydrolysis in water bath at 40 DEG C for at least 24 hours, increasing the temperature to 120 DEG C, and performing inactivating for 1 hour; and 6, acquiring the alginate oligosaccharide, namely sequentially performing membrane filtration, concentration and freeze-drying on the initially enzyme hydrolyzed solution.
