The invention discloses a plasma display panel and a plasma display device. The plasma display panel comprises a display area, a color film substrate and an array substrate which are oppositely arranged, and a display dielectric layer clamped between the color film substrate and the array substrate. The display dielectric layer comprises plasma and a plurality of retaining walls, the orthographicprojections of the retaining walls on the plane where the array substrate is located are closed graphs, and the plasma is arranged in containing space formed by the retaining walls on the array substrate.
