The invention provides a valve leakage controller for a gas well mouth and a method. The valve leakage controller comprises a gas control device, a screw, an upper flange plate and a lower flange plate. The upper flange plate is located on the upper side of the lower flange plate. The upper flange plate and the lower flange plate are connected through a plurality of screws. The gas control deviceis arranged on the upper flange plate. After an inner combination seal (packing) of the leakage valve fails and a gas leakage circumstance occurs, the valve leakage controller is installed, the valveis slowly switched on by rotating a switch connecting rod, namely an inner core, when the valve is switched on to the maximum, a gas channel of the valve is blocked by a tool, after the gas channel isblocked by the blocking tool, the leaking gas in a gas control device body is exhausted through a gas discharging device, after the gas is completely discharged, a corresponding sealing space ring and a transition piston ring
