The invention discloses a coal sample handover device. The device comprises a coal sample barrel and an electronic platform scale. The coal sample barrel is provided with an electronic chip. The electronic platform scale is provided with a chip reader-writer used for reading and writing the electronic chip. The coal sample barrel is also provided with an electronic lock and a chip reader. The electronic lock is connected with the output end of the chip reader through a data line, the chip reader reads information of the electronic chip through a data line, and the electronic platform scale isprovided with a data interaction interface which is connected with the chip reader through a data line and used for being connected with external control equipment. The invention also correspondinglyprovides a coal sample handover method of the coal sample handover device. The device and the method improve the stability and effectiveness of coal sample handover, facilitate effective management ofcoal quality handover work
