The invention relates to a cable fault simulation device and system. The cable fault simulation device comprises a high-voltage cable and a fault generator. The high-voltage cable is provided with a plurality of fault connection points, the plurality of fault connection points are sequentially arranged on the high-voltage cable at intervals, the fault generator is connected with an external protection layer of the high-voltage cable through one of the fault connection points, the fault generator comprises a plurality of fault modules, the first ends of the fault modules are connected with thehigh-voltage cable, and the second ends of the fault modules are grounded. A plurality of fault connection points are arranged on the high-voltage cable. Each fault connection point can be used as anaccess position of the fault generator, the fault position of the high-voltage cable can be adjusted conveniently, that is, the fault positions of the high-voltage cable are different, each fault generator comprises the multip
