The invention discloses a fluctuating plate fluid resistance measuring device, which comprises a water tank, a fixing frame, a front supporting assembly, a middle moving assembly and a rear supportingassembly. The fluctuating plate fluid resistance measuring device is driven by gears and racks, the gears in adjacent driving modules are arranged in a periodic phase difference mode, a fluctuating plate is bonded with rod ends of the multiple sets of driving modules, the driving modules are driven by a motor to do reciprocating linear motion, and then fluctuation of the underwater fluctuating plate is achieved. The driving modules are supported on the front and rear supporting assemblies, and the fluid resistance is measured by means of a force sensor installed in front of the front supporting assembly and the fixing frame. The fluctuating plate fluid resistance measuring device can realize the effect that the wall surface undulates under water while the driving parts are arranged on thewater, reduces the sealin
