The invention discloses an apparatus for treating wastewater by coupling a plasma device with an adsorbent. The apparatus comprises a reactor shell, the reactor shell is sequentially provided with a gas outlet, a grounding electrode, a micro-porous aeration plate, a high pressure electrode and a gas inlet from top to bottom, and the grounding pole, the micro-porous aeration plate and the high pressure electrode are horizontally mounted inside the reactor shell; and the micro-porous aeration plate separates the internal of the reactor shell into an upper chamber and a lower chamber, the adsorbent is placed in the upper chamber, the upper chamber is filled with wastewater to be treated, the wastewater completely immerses the grounding electrode, the adsorbent is spread and suspended in the wastewater, and the adsorbent is composed of a polyurethane foam board and active carbon loaded on the polyurethane foam board.
