The gibberellic acid soluble liquid comprises, in percent by mass, 0.4-40.5% of gibberellic acid, 5-65% of a solvent, 5-15% of an emulsifier, 2-5% of a synergist and the balance a stabilizer, wherein the stabilizer and the solvent are both organic substances with a high flash point, and the stabilizer is a substance which has no protons in the molecules or no transfer of protons.
