The invention discloses a mobile opportunity network congestion control method based on a message coverage rate, which comprises the following steps: dynamically expressing a diffusion condition of amessage in a network through the coverage rate, and carrying out control operation on sending, storage and abandoning of the message in the network according to the diffusion condition; the method comprises the following strategies: a discarding strategy: when the cache of a node is insufficient, a message with a large coverage rate in the node is preferentially deleted according to the discardingstrategy; the ACK active deletion mechanism is used for clearing successfully sent messages in the cache in the message sending stage; and based on the queuing mechanism of the coverage rate, the message queues to be sent are sorted by adopting the queuing mechanism based on the message coverage rate according to the message coverage rate, the messages with low coverage rate is preferentially sent, and the messages with t
