The invention relates to a method for preparing a hydrogen-rich gas and recovering nitrogen and phosphorus elements from blue-green alga waste biomass. The method comprises the following steps: (1) the blue-green alga waste biomass and an alkali additive are mixed according to a certain ratio, and the obtained mixture goes through a high-pressure plunger pump and a preheater, and enters a supercritical water gasification reactor; (2) oxygen enters the second half of the supercritical water gasification reactor through a high-pressure piston pump at a certain proportion; (3) a product obtainedafter a supercritical water gasification reaction sequentially goes through a heat exchanger and a pressure reducing valve and enters a gas-liquid separator; and (4) a hydrogen-rich gas that can be directly combusted is collected from the rear top of the gas-liquid separator, and can be used as an energy supply source for the supercritical water gasification reactor, the bottom product of the gas-liquid separator undergoe
