Provided is an insulating coating material having excellent wear resistance. The problem addressed by the present invention can be solved by the provision of the following insulating coating materials(1) to (3): (1) an insulating coating material provided with an insulating film having specific wear properties and a specific thickness; (2) an insulating coating material provided with an insulating film in which the stress x and the strain a of the stress-strain curve during plastic deformation are represented by a specific formula; and (3) an insulating coating material provided with an insulating film in which the loop stiffness value a and the insulating film thickness b satisfy a specific relationship. 本发明的目的是提供耐磨耗性优越的绝缘包覆材料。通过提供以下(1)～(3)的绝缘包覆材料能够解决上述课题。(1)具备具有特定的耐刮破特性及厚度的绝缘膜的绝缘包覆材料，(2)具备应力应变曲线中塑性变形时的应力x与形变a由特定式表示的绝缘膜的绝缘包覆材料，以及(3)具备环刚度值a与绝缘膜厚度b满足特定关系的绝缘膜的绝缘包覆材料。
