The water leakage monitoring and detecting system comprises a utility tunnel monitoring system, wherein a circle of annular settlement joint is arranged along a top plate, two side wall plates and a bottom plate of the utility tunnel; the water leakage monitoring and detecting system further includes a stainless steel drain tank, a sump and a water immersion detector; and the surfaces of the top plate settlement joint and the two side wall plate settlement joint hermetically cover the stainless steel drain tank, the sump is arranged below the bottom settlement joint, the sump communicates with the bottom settlement joint, the water immersion detector is arranged in the sump,and the water immersion detector is connected with the utility tunnel monitoring system. The technical problem of monitoring and detecting the water leakage situation of the settlement joint in the utility tunnel is solved.
