The liquid phase reducing agent comprises urea, absorbing liquid and water, and comprises, in percentage by mass, 10%-30% of the urea, 5-30% of the absorbing liquid and the balance water. The liquid phase reducing agent can be used for smoke denitration and desulfuration, the denitration activity is high, the reaction rate is high, the desulfuration and denitration efficiency is high, and an emission limit of NOx can be made to be lower than 50 mg/m which is much lower than national standard; and the liquid phase reducing agent also hashigh sulfur dioxide removal rate, wherein 98% efficiency can be reached. 一种液相还原剂，包括尿素、吸收液以及水，各组分的质量百分比为尿素10％-30％、吸收液5-30％、其余为水。其可用于烟气脱硝及脱硫，脱硝活性强、反应速率快、脱硫脱硝效率高，可使NOx的排放限值<50mg/m，远低于国家标准；对二氧化硫亦很高的脱除率，可达到98％效率。
