The invention relates to a relay detection device and method. The device comprises a power supply module, a control relay, a computer system and a multifunctional measurement and control module. The computer system is connected to the power supply module, and the power supply module is connected to a coil of a detected relay. A contact of the detected relay is connected to the multifunctional measurement and control module through a close point of the control relay, and the multifunctional measurement and control module is connected with the computer system and the coil of the control relay. The computer system is used for adjusting a power supply module output size, controlling the action of the control relay through communicating with the multifunctional measurement and control module, collecting a contact state of the detected relay by the close point of the control relay, and recording an action value and a recovery value of the detected relay according to the contact state of thedetected relay.
