The invention provides a movable purification device for treating black and odorous water based on photocatalysis. The movable purification device comprises a movable feature body; a buoyancy adjusting unit is arranged in the movable feature body, and the outer side of the movable feature body is provided with a photocatalyst material unit, an excitation unit, a protection unit and an anchoring unit; the photocatalyst material unit comprises a mesh carrier arranged on the outer surface of the movable feature body, and a photocatalyst material coats the mesh carrier. According to the movable purification device, the hovering position of the movable feature body can be arbitrarily adjusted through the buoyancy adjusting unit, and moreover, the radiation range of photocatalytic treatment canbe greatly enlarged by controlling the movement of the movable feature body; through an omnidirectional and three-dimensional purification treatment mode, the treatment effect on the black and odorouswater is greatly improved
