The preparation method comprises the following steps of 1, preparing a nitrogen-free nickel-free stainless steel ingot, wherein the nitrogen-free nickel-free stainless steel ingot comprises the following components, by mass percentage, of 17-27% of Cr, 14-17% of Mn, 4-9% of Mo, less than 0.2% of C, less than 1% of Si, and the balance Fe; 2, heating the nitrogen-free nickel-free stainless steel ingot to a liquid state and then carrying out atomization to prepare a powder so as to obtainthe nitrogen-free nickel-free stainless steel powder; and 3, carrying out the plasma-assisted high-energy ball milling on the nitrogen-free nickel-free stainless steel powder under the atmosphere containing nitrogen elements so as to obtain the high-nitrogen nickel-free stainless steel powder.
