The intelligent monitoring method comprises the following steps that after the device is powered on by a conventional power module, a real-time monitoring state is entered,a microprocessor module uses a I2C serial data bus to initiate a RTC real-time clock module, the real-time time of the RTC real-time clock module is read, it is judged whether a datasending time point is reached, the datasending time point is reached, and the real-time data in a FRAM fixed value storage module is read and isuploaded to a remote monitoring center through a wireless communication module. The method and device can remotely monitor the amount of rainwater recoveredbyan upper pool and a water amount of a water outlet, and transmit the monitoring data to the remote monitoring center accurately and in real timeso that the remote monitoring center can intelligently control the recovered rainwater accordingto the monitoring data, an
