The invention provides an alkaline deinking agent and a technology for ink removal on a jig. The alkaline deinking agent consists of the following ingredients by mass percent: 8-10% of butyl cellosolve acetate, 15-20% of diglycol, 10-14% of a bulking agent, 10-15% of an alkaline penetrant, 1-3% of fatty alcohol-polyoxyethylene ether, 2-4% of a complexing agent and the balance of water. The alkaline deinking agent provided by the invention has a high deinking yield on the ink on the jig. The jig which contains the ink subjected to alkaline deinking by the alkaline deinking agent consisting of the components and then washed with water, and then, the jig is subjected to acidic deinking and washing to improve the deinking yield and improve production efficiency.
