The invention discloses a yolk-shell-structure cryptomelane-type manganese dioxide catalyst as well as a preparation method and application thereof. The preparation method comprises the following steps: synthesizing manganese carbonate powder from a soluble manganese salt water solution, a ammonium hydrogen carbonate water solution, cyclohexane, n-butyl alcohol and cetyl trimethyl ammonium bromideby virtue of a micro-emulsion method, dissolving manganese carbonate into water, and reacting with potassium permanganate, so as to obtain a precursor; and washing the precursor, drying, and roasting300-500 DEG C, so as to obtain the yolk-shell-structure cryptomelane-type manganese dioxide catalyst. The prepared manganese dioxide catalyst is of a mesoporous material, the process is simple, the cost is relatively low, and a product is uniform in shape, relatively good in repeatability and high in catalytic activity.
