The invention discloses a flow scheduling method and system for an SDN (Software Defined Network). The flow scheduling method comprises the following steps: pre-building a multi-level domain link model according to Internet users and Internet services of each province, analyzing the flow and a link bandwidth utilization rate of each application on the basis of the multi-level domain link model, judging whether a link has a jam or fault, adjusting IP (Internet Protocol) addresses of the Internet services accessed by the Internet users of the province to which the jammed or faulted link belongswhen the link has the jam or fault, and determining a new path where the Internet users access the IP address-based Internet services by adopting the minimum cost method at the cost of the performanceindexes of the link, so as to schedule an application flow transmission path from the jammed or faulted link to a non-jammed or faulted link.
