The high-adaptability polycarboxylic water reducer is prepared from, by weight, unsaturated polyether, an oxidant, a reducer,a chain transfer agent, acrylic acid, hydroxyethyl acrylate, hydroxypropyl acrylate, a pH adjuster and water, wherein the number average molecular weight of the unsaturated polyether is 2000 to 5000.The invention also relates to a preparation method and a using method of the high-adaptability polycarboxylic water reducer, and an application of the high-adaptability polycarboxylic water reducer in construction engineering.
