The oxidized graphene and waste vegetable oil composite modified warm mix asphalt is prepared from the following components in percentage by mass: 0.02%-1% of oxidized graphene, 3%-15% of dehydrated waste vegetable oil, and 84%-96.98% of matrix asphalt. The invention further discloses a preparation method for the composite modified warm mix asphalt based on the oxidized graphene and the dehydrated waste vegetable oil.
