Because DXR mode can support the second-level monitoring, the user terminal can completely analyze the SIB information in a period from the moment when the user terminal receives the RRC connection reconfiguration message to the moment when the user terminal uploads a measurement report, and finally uploads the measurement report comprising the CGI information of the GSM neighbor cells, thereby improving the possibility that the GSM neighbor cells are successfully added to the ne
