The PVC-PP foaming composite material sequentially comprises a foam layer, a cuticle layer and a surface layer, wherein the foam layer is apolypropylene foam layer, the cuticle layer comprises, by weight, 30-45 parts of PVC resin powder, 1-3 parts of stabilizer, 1-5 parts of plasticizer, 2-6 parts of foaming agent, 0.5-3 parts of flame retardant, the cuticle layer is connected with the foam material by an adhesive, and the surface layer is a water-based polycarbon polyurethane treating agent.
