Summary:The invention discloses a quantitative analysis index for a river basin storage and discharge time-lag effect. The method comprises the following steps of acquiring hydrological observation processesof different positions of a river basin; determining a rainfall event and a corresponding hydrological response process; calculating an index value of the river basin storage and discharge time-lag effect; and analyzing spatial difference of river basin storage and discharge time-lag characteristics. A difference value between the underground water levels of corresponding rising limb and falling limb when the outlet flow values of the river basin in the rising limb and the falling limb are equal to the outlet flow mean value of the river basin is compared, and the difference value and the total rainfall amount of the rainfall event are subjected to division comparison, so that a relation between the storage capacity of a specific spatial position in a specific event and the outlet flow discharge of the river basin
