The invention discloses a steel strand prestressed tensioning device and a steel strand prestressed construction method. The steel strand prestressed tensioning device comprises a fixed part fixed atone end of a steel strand, a guide wheel for guiding the other end of the steel strand and a tensioning clamp for connecting the steel strand which is guided through the guide wheel, wherein the otherend of the tensioning clamp is connected with a force sensor; a tension stabilization part for fixing the steel strand when the steel strand reaches pre-set pulling force value is further arranged ata wire-feeding side of the guide wheel. One end of the steel strand is fixed through the fixed part and the other end of the steel strand stretches into the guide wheel to be subjected to direction change and then is connected with the tensioning clamp; when the pulling force value which is applied to the steel strand through the tensioning clamp reaches the pre-set value, the steel strand is fixed at the wire-feeding side
