The method comprises the following steps: preparing an A component which is high-polymeric ammonium polyphosphate nano dispersion liquid; mixing deionized water and a water-based dispersing agent at a high speed; then adding high-polymeric ammonium polyphosphate; continuously mixing at the high speed; highly breaking and dispersing to obtain nano suspension; then preparing a component B which is inorganic flame retardant nano dispersing liquid; mixing deionized water, a water-based coupling agent and the water-based dispersing agent at a high speed; then adding an inorganic flame retardant; continuously mixing; highly breaking and dispersing to obtain nano suspension; emulsifying the component A, the component B and an isolating dispersing agent to obtain suspending nano dispersing emulsion; and drying to obtain a product.
