The treatment method comprises the following steps: adding a binder and coke powder in proportion into pre-treated waste such as zinc- and iron-containing dust sludge to press balls; drying the balls and feeding the balls into an annular pre-reduction furnace for pre-reduction; briquetting the reduced pre-reduced raw material or directly feeding the sameinto a final reduction smelting furnace for reduction smelting to obtain molten iron and slag; and after recovering waste heat, collecting the flue gas of the annular pre-reduction furnace through a dust collector to obtain a zinc oxide-enriched product.
