The invention discloses a video scheduling system suitable for satellite communication. A video collection terminal collects and encodes a video signal, sends an encoded video main stream to a video preprocessing and forwarding module and sends a video auxiliary stream to a video scheduling terminal; the video scheduling terminal responds to a user operation and generates a control instruction, meanwhile receives the video auxiliary stream, decodes and plays the video auxiliary stream; and the video preprocessing and forwarding module receives the control instruction and the video main stream,performs preprocessing on the video main stream that is confirmed as a star video, then sends the video main stream to an opposite terminal, meanwhile receives media data from a satellite channel andperforms identity confirmation on the media data, if the media data are determined as the video main stream of the opposite terminal, performs preprocessing on the media data and forwards the media data to a video playing ter
